Major General R. Mark Toy, PE

General Manager for Yorba Linda Water District
Mr. Mark Toy, P.E., BC.WRE serves as the General Manager of the Yorba Linda Water District (YLWD). YLWD is an independent California special district serving over 84,000 people with 26,000 customer connections within the City of Yorba Linda and portions of Placentia, Brea, Anaheim, and unincorporated Orange County. In addition to supplying water to a predominantly residential community, the District is also responsible for maintaining wastewater collection systems in its service area. As the Chief Executive Officer, he leads 82 water industry professionals planning, managing, directing and reviewing the activities and operations of the District under the direction of a locally elected 5-member Board of Directors.
Mark is an Army veteran having served over 35 years of dedicated service to the United States of America. As a 2- Star, Major General in the U.S. Army Corps of Engineers, Mark commanded multiple large organizations directing full spectrum water resources management, and engineering solutions for our nation’s toughest challenges. He deployed to peace-keeping operations in Bosnia, and combat missions in Iraq and Afghanistan earning numerous awards and commendations throughout his career including the: Defense Superior Service Medal, Army Distinguished Service Medal, Legion of Merit, Bronze Star, Parachutist Badge, and Combat Action Badge.
Mark is from Huntington Beach, California. He graduated from the United States Military Academy at West Point with a Bachelor of Science in operations research. He holds a Masters in Business Administration from Boston University, a Master of Science in environmental engineering from the University of California at Los Angeles, and a Master of Science in national resource strategy from the Industrial College of the Armed Forces. He is a registered professional engineer in the states of Arizona and Virginia, and has achieved the status of Board Certified, Water Resources Engineer (BC.WRE) as certified by the American Academy of Water Resources Engineers, the highest post-license board certification for water resources engineers.
